Project:   Enterprise Safety Management System (ESMS) – Modernization & Migration

Location:   Remote with occasional onsite presence in Los Angeles, CA

Work Hours:   PST business hours (Part time 20 hours per week OR Full time 40 hours per week either is fine)

Job Summary:

We are seeking a highly skilled and experienced Oracle APEX / EBS Technical Consultant to support the design, development, migration, and implementation of new Enterprise Safety Management System (ESMS). This role is ideal for a seasoned consultant with a strong background in Oracle technologies, cloud environments (AWS or Azure), enterprise application integration, and safety management systems.

Key Responsibilities:

• Analyze, design, develop, and implement modernized solutions replacing legacy Safety Management Systems (VAMS, TransitSafe, and SAFE7).
  

• Develop custom applications using Oracle APEX v21+ with PL/SQL and AJAX to support case management, approval workflows, notifications, and dashboards.
  

• Integrate ESMS with Oracle E-Business Suite (EBS) 12.2+ including workflows and WebADI modules.
  

• Configure and support authentication using EBS user authentication and Single Sign-On (SSO).
  

• Participate in architecture design, database migration to Oracle Exadata Cloud@Customer, and implement enterprise modules like Document Management, Audit Trail, and BI dashboards.
  

• Collaborate with cross-functional teams including Metro’s Corporate Safety, ITS, and Project Management teams.
  

• Create technical documentation, training materials, and support user adoption.
  

• Provide post-go-live support and participate in critical on-site phases as required.
  

Minimum Qualifications:

Each consultant   must individually meet   the following qualifications:

• 5+ years   of experience in Oracle APEX development (version 21 or higher)
  

• 5+ years   of experience with AJAX for interactive UI components
  

• 5+ years   of experience with PL/SQL development
  

• 5+ years   of experience with Oracle E-Business Suite (EBS) 12.2+, including:
  

  • Oracle Workflows
    

  • WebADI (Web Applications Desktop Integrator)
    

  • EBS user authentication configuration
    

• Experience in cloud-based integration technologies such as   Oracle Integration Cloud ,   Boomi ,   AWS , or   Azure
  

• Strong knowledge of   database security ,   backup/restore ,   disaster recovery , and   replication
  

• Experience in   enterprise application systems   and   middleware technologies
  

• Hands-on development experience with   React ,   WebLogic ,   Oracle Forms and Reports
  

• Familiarity with   SQLNet   and communication protocols across networks
  

Preferred Skills:

• Experience with:
  

  • Oracle Exadata (on-prem and Exadata Cloud@Customer)
    

  • Microsoft SQL Server 2016+
    

  • Azure/AWS cloud platforms
    

• Strong understanding of   enterprise safety or case management systems
  

• Prior experience with:
  

  • Role-based access control (RBAC)
    

  • Case lifecycle management
    

  • Dynamic form creation and workflow-driven processes
    

• Excellent communication skills, stakeholder management, and documentation skills
  

Other Requirements:

• Must be authorized to work in the U.S.
  

• Willingness to work remotely and be present   onsite   at LA Metro offices during:
  

  • Go-live and production cutover phases
    

  • Major system releases or deployments
